Qatar has never qualified for any single FIFA World Cup since its independence in 1971. They have always been in a constant state for AFC Asian Cup but failed to meet the expectations in the final stage of the World Cup campaign which makes them the second country after Italy to play the FIFA World Cup without qualifying for it because they are the hoster.
