Powell was born on September 12, 1995, in Deerfield Beach, Florida to father Brian Powell (mother’s name is unknown). His father taught him the basic principles of football when Powell was a kid. During his college years, he started as a running back but switched to wide receiver during his sophomore year.
He was unsuccessful while trying to join NFL in the 2018 draft before Detroit Lions purchased him as an undrafted free agent. Later, he joined the Atlanta Falcons when the Lions released him. Although he joined the Falcons in the practice squad, he was promoted to the active roster.

As a freshman, his numbers include catching 15 passes for 147 yards with a touchdown, while during his sophomore year, he caught 29 passes for 390 yards and three touchdowns. During his junior year, he had 45 receptions for 387 yards and two touchdowns, while he had a team-high 42 receptions for 406 yards and three touchdowns during his senior year.
