Why was KL Rahul fined? What is Slow over-rate?

The average number of overs bowled by the bowling side in each hour is known as the over rate. According to the latest guidelines published by the IPL governing council, the fielding side is required to complete 11 overs/hour. The law states that the fielding side must complete its quota of 20-overs within 90 minutes. This includes breaks such as strategic time-outs etc. However, adjustments are made for instances such as medical treatment and 3rd umpire referrals.

The following are the penalty charges that apply to the bowling team when in violation of over-rate:

  • For the first offence in the season, the captain of the bowling team will be fined Rs 12 lakh.
  • For the second time, the captain of the bowling team will be fined Rs 24 lakh. In addition, each member of the Playing XI will be fined Rs 6 Lakh or 25% of his match fee.
  • For the third offence, the captain will be fined Rs 30 Lakh and can also face a ban. In addition, the playing XI will be fined Rs 12 Lakh or 25% of the match fee, whichever is lesser.
  • If the offence is committed more than thrice the same offence in the season, then under Article 4.2, he has to relinquish his captaincy but can remain in the playing XI.
