Pop Pods are likely to appear only a few times during your playthrough, but they need to complete another quest for Choy called More New Wares.
This is the popular sequel to the Getting a Hold of New Wares quest, in which players assisted Choy in expanding the items available in the Jubilife Village general store. The idea behind More New Wares is the same as it was for the first request: players must persuade the captain of the Supply Corps, Tao Hua, to allow for another expansion.
Players must collect three Pop Pods and give them to Tao Hua for this new version of the request.

Where to find Pop Pods in Pokémon Legends Arceus?
Pop Pods are classified as a “sea vegetable used for crafting Scatter Bangs” and, when sealed, act like a balloon, trapping air inside. Because they are sea vegetables, they are best found along the coast, specifically in the Cobalt Coastlands.
You can walk along the inner shores of the Cobalt Coastlands, from Lunker’s Lair to Sand’s Reach, and have a chance to find Pop Seeds. They wash up on the sand and you can easily pick them.
When you’ve had your fill of them, return to the Galaxy Hall and hand them over to Tao Hua, who will unlock the new items in the store and complete the More New Wares request.
